Poorer countries, too, must transition to cleaner energy sources. They must also adapt to the negative impacts of climate change. Unfortunately, countries that have suffered centuries of colonialism and neocolonialism are now forced to reallocate significant portions of their national budgets to acquiring renewable energy and adapting to climate change because the largest CO2 emitters keep postponing action. These unjust transitions, imposed by wealthy nations, cannot continue if these countries still aspire to win other struggles, such as ending hunger, ensuring universal access to education, connecting homes to water and electricity, and providing quality roads and housing. This is why we need just transitions.
Roland Ngam , project manager for climate justice at the RLS in Johannesburg, traces the origins of the term Just Transition from labor disputes to climate negotiations and places it in the context of climate reparations.
