Compensate for damages and losses

Although countries in the Global South are least responsible for the increase in global carbon emissions, they are the hardest hit by the climate crisis. The slow pace of negotiations on loss and damage, the lack of political will, and insufficient funding for climate action and adaptation have exacerbated the impacts of loss and damage in the Global South. In particular, the least developed countries and small island states have been deprived of climate justice. According to the Intergovernmental Panel on Climate Change (IPCC) report, loss and damage will increase with global warming. Limiting warming to 1,5°C would reduce future impacts, but not eliminate them. Any further delay and inaction will increase loss and damage in the Global South, undermine hard-won achievements in sustainable development, and hamper efforts by countries in the Global South to build a carbon-neutral economy.

Hwei Mian Lim , an independent consultant and member of the Facilitative Committee of the Women and Gender Constituency, explains losses and damages as unavoidable climate damages that disproportionately affect the Global South, traces their historical and structural causes, uncovers significant funding gaps despite the new L&D fund, and highlights funding as central to climate justice and reparations efforts.
